When the user searches for networks to connect to, there's no network shown

This issue is reproducible locally, and also manually

# STR:
1. Flash your phone with the latest aurora build
2. Launch Settings app
3. Select Wifi option
4. Select the checkbox in order to enable wifi

# Expected results:
A list of available networks you can connect to is displayed.

# Actual results:
There is no available network displayed and also the wifi checkbox becomes unavailable, so you can't disable wifi afterwards

This is not a dupe, but rather a bug linked to the cause seen in bug 997791. It's also not fixed.

Turns out this is fixed, but we don't have a build right now with the backout. I'm going to respin the 1.4 builds.
