Breaking this off of bug 1002567. With that bug, we support giving banner message weight, such that some appear more than others. But maybe sometimes we should also just not show any message, so that we give users a break.

There is an about:config pref you can use to disable snippets, but bug 990668 is filed about figuring out how to expose this in user-visible preferences with the product announcements pref (we would need to figure out the wording there).

We have made progress to make the banner less annoying. For example, if the user hits the close button on a snippet we never show that message ever again. But hopefully we can keep this banner unobtrusive enough that people don't go looking for ways to disable it.
