Project/Feature Name: d2g (distribute to gecko)

Description:
The goal is an easy to use website for letting developers who are writing certified apps, an easily way to get beta testers access.
Currently certified apps must be baked into FxOS and are very hard to distribute outside of the main source tree.
The developer would upload their certified app.
The website would sign the app with it's beta tester certificate.
The website distributes these signed, certified apps to beta users.
Users are authenticate with Persona or other.
ACL is email address based.
The website hosts testing certificates and instructions on how to convert a FxOS devices into a beta testing device.
The website manages the workflow for developers and testers.
These certified apps are not meant for production usage, nor wide distribution.

this didn't spawn any of the usual bugs for the teams to work on only the meta bug I'm assuming we need all the usual reviews? You may want to kick this bug off again and answer some of the questions differently or you can manually spawn the bugs yourself.

To be clear - you are talking abuot "privileged" apps here, right? Not certified? Privielged are signed 3rd party apps that can be installed from the trusted marketplace only (ie our marketplace at the moment). Certified apps are _not_ signed but also can not be installed, other than with the app manager. Certified apps are intended to be shipped with the device.

yes, the spec is up to date, the comment #0 had a typo. This targets privileged apps and not certified apps.
