Steps to reproduce:
Launch Firefox 29 and try to customize it to match with the layout shown in the attached screenshot. It is just impossible to do that.
Actual results:
IMPORTANT: Users with "Usability Issues" require "Assistive Technologies" that rely on enlarged system wide font sizes. Thus the height of "tab bar" and "address bar" can be substantial as compared to the height of the screen. Barring users to combine the contents of the two bars drastically reduces vertical web content area. The issue persists even in full screen mode with "hide toolbars" optin unchecked.
Expected results:
Address bar and tab bar should not have been assigned non-flexible dedicated vertical spaces.
