100782 - Build failure on Solaris 2.5.1

Our builds on Solaris 2.5.1 are failing because the symbols used in 
widget/src/gtk/nsKeyboardUtils.cpp such as XkbLibraryVersion are not
found.  The configure script has a check for the XKBlib.h header file and
doesn't define HAVE_X11_XKBLIB_H if the header doesn't exist.  Perhaps
it could also check for the presence of one or more of the library symbols in
addition to checking for the header file.

We are able to work around the problem by modifying "configure" to force it
to fail the check for XKBlib.h

cls says that the first part of the patch isn't going to be checked in.  For the
nsKeyboardUtils.cpp change r/sr=blizzard
