html select problems:  can't transfer funds on 
https://webbranch.technologycu.com

the html select widget is having problems.  I can't choose an element.  using 
the arrow keys doesn't work either:  it scrolls the page, not the selected 
element.

I've saved off the .html so you can reproduce it.
Fixed with bug 34297 first patch.  Adding dependency.
