Description:
Intermittently when opening a connection without wifi or data connection, the collection will show a blank screen.  Preloaded apps, such as Messenger, will not show up nor will the user be informed to connect to the internet.

Repro Steps:
1) Update a Open_C to BuildID: 20140513000208
2) Do not connect to the internet
3) Open a collection and note the apps and text on screen
4) Repeat step 3 with any of the default collections until a blank screen occurs

Actual:
A blank screen appears with no icons or warning text.

Expected:
Icons for default apps and a warning that the user must be connected to the interent to find apps are visible.

Given that we aren't displaying apps offline, this is a functional regression, as these apps should be possible to use in a collection without a network.

I noticed that when this happens, there's no Collection open animation transition.
No transition > no transition end event > Collection doesn't init > no apps loaded.

Seems like it's since bug 944068
