The assumptions of this feature have changed. Since we're not concerning ourselves with a robust offline experience anymore, there's not a need to simulate editorial freshness. Instead, we've decided to show all the apps in the tarako-featured collection, asking Scott to limit to 10. This is now a feature and not a bug :) I'll follow up with a commit to strip the featured.js module, but am resolving as invalid.
