Description:
In Settings/Keyboards/Built-in Keyboard on the Keyboard settings screen, the Keyboard settings screen displays LTR and not RTL. This LTR does occur on the Buri 1.3 Moz RIL

Repro Steps:
1) Update a Buri to BuildID: 20140515000202
2) Tap on Settings app from the home screen
3) Tap on Keyboards
4) Tap on Built-in Keyboard
5) Observe the Keyboard settings screen displays LTR

Actual:
The Keyboard settings screen displays LTR

Expected:
The Keyboard settings screen displays RTL

In the test language, the Keyboard settings screen is displaying LTR  the same LTR occurs on Buri 1.3 Moz RIL.

Still reproducible with today's 1.4.
On 2.0, the text is now RTL but the checkbox is not on the left (as per the Settings menu).

Appears correctly, checkboxes included, on 2.2. Resolving as fixed. New bugs can be filed against new RTL Settings META bug #1071891.

This issue is verified fixed on Flame 2.2.

All of the checkboxes and text will appear correctly from right to left when set to Arabic.
