101203 - tooltip reappears after dragging Personal Toolbar item to main window area

Steps to reproduce:
* Place the mouse cursor on an item in the Personal Toolbar
* Wait for the tooltip to appear
* Drag the toolbar item to the main window area
* Release the mouse button

Expected results:
* The page loads

Actual results:
* The page loads, and the tooltip with the URL pops up again

I can confirm that this happens with the Home button on the personal toolbar. 
I'm using Windows 98 and build 2001092308.  The tooltip appears near the home
button, not near where I release the mouse button.

Looks like it. I can reproduce the bug with build 2004012509 on Windows XP, but
not with a current CVS-build on Linux.
