At least on OS X, a blue ring around a control indicates keyboard focus. (You can see this by turning on System Preferences → Keyboard → Shortcuts → All Controls and tabbing around in any app's preferences.) The new in-content radio buttons and checkboxes always have such rings, misleading users, especially mouse-impaired ones.
