User Story

As a user, I want to be notified that my password will be unrecoverable if I use my Phone Number as my only ID associated with my Firefox Account.

AC:

1. After Creating a new FxA Account the user is notified that they will be unable to recover their password if they forget it.
2. They are provided instructions on how to make their password recoverable by adding a second ID (ie; email address) to their account - IFF this feature is available.

I'd like more information here on what should happen in this situation. There are at least two cases: 1) A new user comes in possession of the previous user's phone number (number recycling) and would like to use it for an FxA account. Can the new user claim a new account using that phone number? 2) The old user forgets her password, but maintains possession of the phone number. What options does this user have? Note: Anything that applies to case 1) applies here as well, which may be sufficient.
