User Story
As a Firefox Accounts user, I should have no ability to recover my password if it is forgotten unless a backup email address (or other valid account) has been added to my Firefox Account. Ensuring that it is not sufficient to have possession of the phone to recover a password helps protect my content and accounts should my phone be lost or stole. Assumption: There is no direct mechanism by which a user can verify their identity when using a phone number as an ID - should such a mechanism be created this requirement is invalid.
