[Flame] Emergency Call button on Lockscreen takes me to a black screen with a browser button bar at the bottom

0. Flame, flashed with:
- gecko: b2g-inbound:91bef2bad93b

- no SIM, WiFi configured for Mozilla's LAN
1. in Settings, add a passcode to the Lockscreen
2. lock the phone (e.g. by pressing the power button)
3. press the power button to wake up the phone
4. tap on the EMERGENCY CALL button in the lower-left
Expected behaviour: a dialer, and an attempt to connect to any local carrier, assuming the radio is compatible (I'm in Toronto, Canada, and the Flame is reported to be able to work on at least one carrier here).
Observed behaviour: a black screen with a small white-on-orange down arrow in the lower-right corner, and the status bar at the top (two SIM! icons, WiFi icon fully list up, and about half a battery--phone is plugged into USB and charging). The display responds to orientation change events.
If I touch the down arrow, a button bar appears with a "reload" button, a larger "down" button, and grey-ed out "back" and "forward" buttons.
At this point, the phone is locked up. Pressing the Home button does nothing. Pressing the buttons on the button bar do nothing. Pressing the Power button turns off the display, and pressing it again returns be to the black screen.

Addendum to the STR:
3.5. swipe slider to the right to unlock, and instead of entering the passcode, tap on EMERGENCY CALL
Also:
- pressing and holding the power button causes the system menu to come up, from which I can choose Reboot, and the phone reboots.
- pressing the "reload" button causes the black screen to become white
- pressing and press-holding the Home button causes the vibration motor to activate, but the UI doesn't change.
