The new tab panel(1014996) will support reordering a tab. When the user long press on a tab thumbnail, the tab panel turns to a state for reordering.
In this case, it also makes sense to offer other contextual actions related to the selected tab. 

The most obvious one is "Close this tab". Maybe in the future also "Close other tabs" [http://cl.ly/image/2a3r332j0Z2D

The user can simply drag and drop the selected tab in the header area. This works exactly the same as the native Android launcher.

[This is one the three ways to close a tab from tab panel. The other two interactions are tapping the close icon(1017326) and swiping up gesture(bug1017338).]
