1017916 - Request for a new repository in /gaia-l10n: mai

We will need a new repository for Maithili language: https://hg.mozilla.org/gaia-l10n/bh

The repos should have the common l10n permissions and hooks, both python:mozhghooks.pushlog and python:mozhghooks.single_head_per_branch.hook.

The permissions should be scm_l10n, not level_1.

Some precision about this request: the event June 6-7th in Pune (India) will have Maithili localizers present there, and they will be doing a sprint on 2.0 for their locale

Actually, the repo should be https://hg.mozilla.org/gaia-l10n/mai not bh, to match the locale code used for desktop ( http://hg.mozilla.org/releases/l10n/mozilla-release/mai ).
