[Flatfish] When screen reader is on, swiping from bottom up to close an app does not work

On a Flatfish tablet, when screen reader is on, swiping from the bottom edge to close an app does not work. There is no item currently we could focus the screen reader on and to capture a two finger swipe up. In essence, once one opens an app, there is no way to close it other than through a reboot.
Screen reader hasn't been fully enabled on 1.4 on the tablets.
