The Certificate Manager ("View Certificates") and Device Manager ("Security Devices") are not resizable when launched via in-content preferences.
They are resizable when launched via the old dialog/window prefs.

Work is underway to convert these dialogs to be in-content, thus making the changes in this patch obsolete. Thanks for putting up a patch though! See bug 752197 for the work to convert these to in-content.
