Currently the Import Utility (found under Tasks->Tools->Import Utility) will
display an empty list of programs if no suitable programs were found. Instead
the dialog should import the user that Mozilla could not find a suitable program
to import from.

Steps to reproduce:

1) Make sure you *don't* have a program installed which mozilla can import from.
2) Open Tasks->Tools->Import Utility
3) Choose 'Mail' or 'Settings' and press Next.

Result: You will be shown a dialog which asks you to select a program to import
from, but the list of programs will be empty.

Expected result: Mozilla shows show a dialog saying that it could not find a
program from which mozilla can import.
not sure who tests the import utility. grace, would you know perchance?

I would guess mail since it imports address books,mail and settings
