... because really, I don't mind if 5 new people have CC'd themselves since I last opened the bug. (not 100% sure whether this is bugzilla-general or User Interface, because AFAIK there isn't a way to query for this data right now because we'd need an alternative to last_changed... - but I might be wrong)
this should be a change to the dashboard only. it would be very complex to provide optionality around what changes are trivial in a way that can be exposed for searching via a custom search.
