Description
Cannot make calls if sim inserted in slot 2

Steps to Reproduce
* Ensure you have the a sim(at&t) in slot 2
* 

Expected Results
* Should be able to make calls

Actual Results
* get an error saying "No network connection To make a call, the phone must be connected to a network"

Other Notes:

The sim is detected, I was able to send/receive texts messages and receive calls but just unable to call anyone from my device.

Reproduction Frequency: 100%, johan from QA was also able to reproduce this so this is not specific to make
