1022592 - New tab page's search box button has no content (image) when using High Contrast mode, so it's not obvious it's a button

Same issue as bug 1022588. The search box has no border in High Contrast mode, making it invisible. See attached screenshot.

Both this and bug 1022588 are now fixed, but instead the search button (which just has an arrow on it) isn't recognizable as a button. It should probably use an SVG image. Morphing this bug to be about that instead.

Stephen, can we please the search glass and submit icon as SVGs?

Actually they're already SVGs (search-arrow-go.svg, search-indicator-magnifying-glass.svg), we just don't display them.

I have reproduced this bug with Firefox nightly 32.0a1 (2014-06-09) on Windows 10, 64 Bit.

The Bug's fix is now verified on latest 51.0a1 (2016-09-15).
