This is for enabling the HW OMX H.264 codec only on devices where we know it's supported, and also setting any other HW-related parameters, such as max bitrate or resolution, in a device-specific manner.

per T2M's reply: msm8x10 support hw H.264 codec/encoded by default, 4Mbps is the max ability of bitrate provided by platform.

Enabled in CAF vendor builds by default. Marking as fixed
