Steps to reproduce:

It's coming to Android and it'd be huge to have it on desktop too.

If I understand correctly, the Chromecast API is closed and Firefox on Android is dependent on a special plugin in Android to connect to it. Google has chosen not to open up this API to others, including desktop apps, so the only non-Android-based app that can connect is Chrome.

Until Google opens up this API I don't believe it would be viable to implement this.
mfinkle, can you confirm?

I can confirm. There is no Google Cast SDK support on desktop, which would be needed to implement Chromecast support in desktop Firefox. The SDK and protocol are closed. Maybe in the future it will be opened. We'll need to wait.

No. Windows 8.1 has built-in support, but you can use drivers to add support to earlier versions too:
