Is this a project-sized group bugs similar to bug 1032321? One way to answer that is by asking whether there is a "grand narrative" around it. What's the aggregate impact of having these outstanding bugs? Combined, are they preventing us from achieving something great? Combined, do they seem like a major problem? In terms the dev team uses, is there a "boulder" here? If so, I'd like to see the grand narrative articulated more. And then I think the next steps would be to prioritize the individual bugs relative to each other (an example of this is in [0]) and get a LOE on them. Then we can scope this effort and work on its priority relative to other big things we might undertake.
