1029561 - Update Mozilla 32 to use NSS 3.16.3 after July 1st to include root CA updates

On July 1st, or within a few days afterwards, we intend to release NSS 3.16.3

NSS versions 3.16.2 and 3.16.3 will differ in the root CA list, only.
The set of changes has already been tested and reviewed in bug 1021967.

Kathleen would like to see this change included in Firefox 32.
