Details

If an app enters fullscreen mode (f.e. on startup, via the fullscreen manifest property <https://developer.mozilla.org/en-US/Apps/Build/Manifest#fullscreen>), and the user leaves fullscreen mode manually (by pressing ESC on Windows/Linux or F11 on Mac), then it isn't possible for the user to return the app to fullscreen mode. Since the user can leave fullscreen mode manually, it should be possible for them to re-enter it manually.

I think we should let app developers decide if they want to provide a way for users to re-enter fullscreen mode, so they can provide whatever user experience they want.

Per bug 1238079, we're going to disable the desktop web runtime and remove it from the codebase, so we won't fix these bugs in it.
