When enough repos are added to the watch list, it pushes some of Treeherder's header section onto a new line, and the rest of the UI doesn't adjust, so that top line of information about the most recent push is blocked from view, with no way to scroll up to see it.

This partly depends on bug 1032220, since if we switch back to a single repo model, then the tab strip is really a favourites bar, so may affect the way we wish to overflow it.
