User Story

As a cost-conscious phone user, I want to restrict the usage of background data on mobile networks when my battery level is low for all apps on the device so as to help extend my battery when it is getting low.

Acceptance Criteria:
1. If power saver mode is enabled, applications should not be able to use background data on mobile networks.
2. Once power saver mode has been turned off (e.g. through charging or setting), applications should be able to use background data on mobile networks.
3. UX interaction and visual design matches UX spec: https://people.mozilla.org/~vtsatskin/specs/SmartData/
