There should be a page (for example reachable through an "Edit All" link on the bug page) where you can edit the flags for multiple attachments at once. This is especially useful for marking attachments as obsolete. There are often a handfull attachments in a bug, and usually most of the time only the last one is relevant. However, to mark n attachments obsolete, you currently have to make n changes (resulting in n emails getting sent to people), so almost nobody does this. Alternatively, if you don't want to create an extra page for this, you could offer the ability to toggle the "obsolete" status for attachments on the bug page itself. The attachments table is already shown there. However, this may make it too easy to change a status by accident. Another alternative: Extend the "edit (single) attachment" page and add the ability to mark multiple attachments as obsolete there. However, this is not very clean conceptually. You may also want to consider offering this functionality on the "create attachment" page, since it would be useful quite often to mark one or more existing attachments as obsolete when you add a new one.

We are currently trying to wrap up Bugzilla 2.16. We are now close enough to release time that anything that wasn't already ranked at P1 isn't going to make the cut. Thus this is being retargetted at 2.18. If you strongly disagree with this retargetting, please comment, however, be aware that we only have about 2 weeks left to review and test anything at this point, and we intend to devote this time to the remaining bugs that were designated as release blockers.

This is done for the "create attachment" page but not for any other. Perhaps it should be. I like the idea of an "Edit All" page. In any case, I'm leaving this open since there is room for more enhancement in this regard.
I think a bulk change for attachments is the right way to do things. I think the appropriate interface should be: Checkbox for each attachment, like bulk change page Obsolete: [ Set Obsolete / Set Not Obsolete / No Change ] Patch: [ Set Obsolete / Set Not Obsolete / No Change ] MIME Type: [ ] (Leave Blank For No Change) Add Statuses : ... Remove Statuses: ... The add/remove statuses should either be a set of checkboxes or a text field like keywords for bugs. Add should be checkboxes if the number of statuses not on ALL attachments is less than a specific number, and remove should be if the number of statuses on ANY attachments is less than the same number.
