I propose that media files that support tags (ID3, APE, VorbisComment, etc) be smartly recognized by the Music app as well as Sounds/Manage Ringtones.
If a file is tagged with Genre: Ringtone/Ringtones/Ring Tone/Ring Tones, the Music app will not show it, but it can be seen/added by Manage Ringtones.
If a file is tagged with Genre: Notification/Notifications, the Music app will not show it, but it can be seen/added by Manage Ringtones.
I propose that if possible, Ringtone/Notification tagged files when scanned by Music will automagically be added to the list of Custom Ringtones/Notifications.

Pretty much every user's Operating System and Media Player/Manager allows for tag editing easily, so doing this from their desktop and transferring over the files should be trivial for them.
Allowing tag editing on FFXOS itself might also be a reasonable addition to help the process.

This isn't quite a duplicate of bug 1027995, but that bug is how we're probably going to do things: ringtones go in /Ringtones on the SD card (likewise with notifications in /Notifications).
Doing this via the filesystem has the benefit of being compatible with Android, as well as not forcing the ringtones app to understand ID3 for such a minor thing.
