1038795 - Search activity: Slow network user messaging

Users should receive feedback when the network is slow. ATM, this could happen in two places:
 (1) While receiving search suggestions
 (2) When loading the results in the webview

I'm not sure we need this, at least not in both areas. 

1. In search suggestions, let users focus on typing. If suggestions come in, great, if for whatever reason they aren't coming in quickly, then don't draw attention to it. Just let them type. 

2. If the network is slow while loading the results page, our progress laser show should be sufficient here.
