We suspect that runner::tasks::update_shared_repos generates a lot of load on hg.m.o.

We can disable this task, watch the load and then gradually increase a set of repos we want to update every time. Or something smarter.

So this isn't the first time this task has caused us issues. Should we sit down and try and figure out why this is intermittent?
