+++ This bug was initially created as a clone of Bug #1035634 +++

This is to cover the UX requestion on "Number IME visibility" that it is not necessary to show number layout of built-in keyboard if there is no other layouts that could support type="number".
This issue has been resolved because the number layout has been removed in bug 1024298.
So dupe to that.
