I'd like to do a small reorganization of the strings properties file to group the similar strings so that how we are using the strings is a little bit clearer to the l10n community.
There is also some inconsistent capitalization on a few of the strings so I'll clean that up too.

John, can you give this a sanity check? Just a small re-org of existing strings -- I just want to make sure I didn't drop any strings in the cut/paste.
