Login failure still prompts a "Save as..." dialog

I noticed tonight while trying to download a patch off an FTP server this odd
behavior:
Steps:
1. Find an FTP server that allows anonymous access, but is full
2. Click on a link to download a file from it
3. Dismiss the "Too many users" message, a dialog will pop up asking where to
save the file
4. Save the file somewhere, it will contain only the FTP error message in it
Expected Result:
Mozilla would see that accessing the server has failed, and not prompt me where
to save a file that can't even be downloaded.
Actual Result:
Mozilla prompted me to save a file which could not even be downloaded.
Not sure how long this has been happening, but I couldn't find a duplicate bug
for it
