1043780 - Make the mixed-content indicator in the URL bar also appear when tracking protection is active

Mixed content protection and tracking protection are very similar from a users perspective - both block things and don't ask for it in advance, and both can break things in rare cases.

At the moment, the shield indicator is shown whenever we block mixed content. It should also appear when tracking protection has block content on the page.

When a person opts to stop blocking content, the shield should appear with a red strike through it (rather than disappearing as it does now).

Note: There should be no change in how the grey/yellow triangle for the site identity currently works.

Split out making the notification non-dismissible and changing the icon to bug 1043803.

I think this is too incremental of a change and should be bundled with Bug 1043801.

Yep agreed. It made far more sense to be separate the way I originally filed it - but not so much after I split out bug 1043803.
