104435 - Clicking on mailto: link in IE doesn't launch Mozilla mail

Steps the reproduce the problem:

1) run Communicator 4.x (any latest 4.7x version)
2) go to Edit|Preferences|Mail & Newsgroups.  Make sure 'Use Netscape Messenger 
from MAPI-based applications' checkbox is selected.
3) click OK
4) Quit out of 4.x
6) run today's 0.9.4 build and make sure 'Use Netscape Mail as the default mail 
application' checkbox is selected under Edit|Preferences|Mail & Newsgroups
7) you don't have to quit the browser, but you can if you want.
8) Launch IE (I have 5.50.4522.1800, but I don't think it'll matter)
9) go to: http://tinderbox.mozilla.org/showbuilds.cgi?tree=SeaMonkey
10) find a mailto: link in that page and click on it.

Notice that it'll launch 4.7x instead of the new default mail app.

In this scenario, the user is using IE to browse, but Netscape Mail to read/send 
messages.

I don't think this is a simple mapi bug at all. We've never gotten around to
adding code to set mozilla to be the default mailto url handler for an operating
system. It should be set in the Edit / Preferences /Advanced / System panel
where we list the other urls a user can choose to make mozilla the handler for.

about this.

It may not be part of the current simply MAPI plan but I don't see how it's an
invalid request. Especially considering 4.x is able to pull it off.

Reopening, setting to enhancement. I expected to find this logged already but
the closest I could find was the inverse, launching an external mail program
from a mailto: link in the Mozilla browser (bug 11459)
