Sometimes spot instances play up - e.g. see bug 1044429 - and often the best thing to do is terminate them. Cloud Tools takes care of creating new instances automatically as required.

Rather than sheriffs needing to file a bug when a spot instance needs to be terminated, which then requires RelEng to manually terminate an instance, I think it would be better for sheriffs to have the ability to directly terminate spot instances from the slave health web interface.
