STR:
1. Launch settings app
2. Navigate to any panel.
3. Click on back and observe the panel to be navigated out.
Expected result:
The panel should be visible
Actual result:
The panel is invisible
The bug was regressed by bug 976299 in which the height of the previous was set to 0.
