Apps need to go through an additional review process for Tarako to be marked as either supporting or not supporting Tarako. Since this is independent of the app's regular review process we need another table to store this in similar to the `rereview_queue`.

Create a new model to track apps that are in need of additional reviews.

Please verify that the China review queue is still working as expected.

This is still a bit work-in-progress so a full QA of this can happen next week.
I have verified and the China review is working properly.
