1. Open Preferences
2. Select Content
3. Click "Colors..."
4. Turn off "Allow pages to choose their own colors, instead of my selections above"

Actual Results:
No longer displayed check mark.

Expected Results:
Check mark should always indicate actual state
5. Click OK button in subdialog

The option is still existing (though UI was changed to combox from checkbox)

1. Open Preferences
2. Select Content
3. Click "Colors..."
4. Select "Never" in "Content" > "Colors..." >  "Allow pages to choose their own colors, instead of my selections above"
