We're switching from a vendor/ that's checked into git to a vendor/ that's generated/updated with peep during deploy. This bug covers making the changes to the deploy script.

Mike and Dean took a different path and actually switched everything to use virtual environments. There are some edge case issues that need to be worked out, but it seems to be working well and solves some other issues, too. Given that, I think I want to close this out in favor of switching to a virtualenv-based deployment (bug #1077416).
