1049711 - Install treeherder-client on internal PyPI

Once bug 1049706 is resolved we will need to have the treeherder-client package available on our internal PyPI so that we can still install the gaiatest dependencies after bug 1043718 lands.

its not on pypi proper. Can you provide links to the .tar.gz of what I need to deploy please.

(realizing that once its deployed we've burned the version number :-) )

Hence the dependency. I'll update when it's resolved.
