fx-team closed.
Bug 1017551 would have helped spot this sooner.

something funny going on with the spot requests here, e.g.
bld-linux64-spot-401 (sir-f81e865e) is 'active' since august 6 8:57:04 ET and has instance id i-7bcdb070. This instance doesn't actually exist though. I thought we handled this case in our automation, but apparently not.
I've tried killed off that spot request to see if that helps.

Looks like killing the old request off does allow new instances to come up. I'll kill off any other of these zombie requests.

In usw2 I found 631 of these zombie spot requests. Killing them off now.
