Steps to reproduce:
Creating a filter from an e-mail address in the header of an e-mail contained in one of my local folders.
Actual results:
Unable to apply filter to other accounts, only for local one, had to move back the mail to the other account (or create it manually via the filter settings) in order to create a filter applying for this account.
Expected results:
There should be a selection for where to apply filters when creating a filter out of an e-mail address within the header of an e-mail.

Yes I do; when creating a new filter with the steps described above I just get the window for editign a new filter, without selection for which folder the filter should be applied to.
I use 38.6.0.

Doesn't seem like the bug has been resolved, and these two bugs are listed as dupes of each other without resolution and also no WONTFIX. Is this set up correctly? (genuine question)

Yes, it is fine as is. Whether Bug 615288 gets action is still an open question
