Reproducible with:
Latest Firefox 34 Nightly - BuildID: 20140811030203

Environment: Windows 7 x64, Ubuntu 13.04 64bit, Mac OS X 10.7.5

Steps to reproduce:
1. Open Firefox and open a New Tab.
2. Using the keyboard only (<Tab>), navigate to the gear (cog wheel) icon on the top right of the screen.
3. When the gear icon appears selected press <Space>/<Enter> ---> a drop down menu displays with available display modes for the page.
4. Try navigating through the available options and selecting them using the keyboard (e.g. navigation arrows + <Space>/<Enter>).

Expected results: 
User can navigate through the available display options and select them using only the keyboard.

Actual results:
User can NOT navigate through the available display options, nor select them by using only the keyboard. Only mouse selection works.

This bug has been closed due to inactivity and/or the potential for this bug to no longer be an issue with the new Discovery Stream-powered New Tab experience.
Please help us triage by reopening if this issue still persists and should be addressed.
