I want an account for checking code into Webtools, primarily Bugzilla.  I have
no intention of working on Mozilla.  As such, I understand super-reviewer
approval is unnecessary.

Mozilla's cache sucks.  I midaired, so went back, copied the comment out,
reloaded, pasted the comment back in, and submitted.  And it changed it anyway.

He was given access to gila.mozilla.org instead.

Please admit him to cvs :)

okay, if Matthew wants cvs access, then I will need a voucher and some SRs. I 
would suggest also adding some patches to this bug.

No, he doesn't need srs, because this is for bugzilla access: webtools/bugzilla
on the main cvs repository.

There isn't an sr requirement for that, and the bugzilla module owner (Dave
Miller, [e-mail]) has done the vouching
