According to https://bugzilla.mozilla.org/show_bug.cgi?id=921499#c4, we need a copy of the Mozilla maintenance service installed on our test machines. This is used to bootstrap the installation of the maintenance service for the build that is actually being tested. This is required to eliminate numerous xpcshell test failures.

Since we're not going the AWS route for testing, I think this can be resolved.
