found using mozilla bits built with bryner's 2nd tabbing patch [built 10.16], on
linux.

1. open the Preferences dialog and go to the Colors panel.
2. tab over to one of the color pickers, eg, Text.
3. hit down arrow to open the color picker --observe that the currently selected
color swatch has a dotted outline of a contrasting shade, thus showing it's also
in focus [expected].
4. use the arrow key to change your selection.

result: the outline disappears, and you can no longer see what the selected
color is.

note, however, that you can still make the selection by hitting the spacebar.
it's just that it'll be a mystery until you hit space --unless you count the
times you use each arrow key. ;)
bryner says this is a regression from netscape 6.1.
